Autism Advocate: Why Congress Must Investigate Wisconsin's DPI
S For Story/10687499
DELAFIELD, Wis. - s4story -- Dairyland Sentinel publishes column from Autism advocate calling for Congressional investigation of Wisconsin's Department of Public Instruction
By Kyle Maichle, Americans for Autism Advocacy
Wisconsin families and taxpayers deserve answers.
Recent reporting by Dairyland Sentinel has raised deeply troubling questions about how Wisconsin's Department of Public Instruction (DPI) is handling federal special education dollars. Particularly, scarce funds that are supposed to directly support students with disabilities, including children with Autism.
Wisconsinites are feeling shocked about a failure of oversight at best and an potential misuse of federal taxpayer funds.
According to publicly reported information, DPI-connected events held at a Wisconsin Dells waterpark resort allowed costs tied to conference attendance—including social and networking activities—to be reimbursed using federal IDEA funds. Let's be clear: IDEA Act funding is not a blank check.
Federal law requires these dollars to be used for necessary, reasonable, and clearly defined special education purposes. Resort venues, social functions, and other expenditures should raise red flags for individuals familiar with these standards.

But the bigger issue is this: DPI isn't just another government agency, it is the entity charged with ensuring school districts across Wisconsin are properly spending federal funds.
If federal authorities determine funds were misused, it won't be DPI alone that pays the price: it will be local school districts, and ultimately Wisconsin taxpayers.
That is unacceptable.
Parents of special education students fight every day to secure appropriate accommodations and supports. They should not have to wonder whether the funding intended for their children is being misspent at "social networking" happy hours at waterparks.
This is not about party labels: it's about accountability. However, accountability requires action.
That is why Americans for Autism Advocacy is formally calling on Wisconsin's Congressional delegation to request a federal investigation into DPI's handling of IDEA funds.
We need answers to these questions:
Were federal funds used for covering the reported events in question?
Did DPI provide clear guidance on proper use of federal funds to districts?

Is Wisconsin at risk of audit or further federal investigation?
If everything was done correctly, State Superintendent Jill Underly would welcome further examination. Wisconsinites deserve to know how their federal funds were allegedly misspent and how it can be prevented in the future.
Wisconsin's Congressional delegation has the ultimate oversight power to ensure federal funds are properly spent. Congressman Scott Fitzgerald and the rest of the Wisconsin's delegation should ensure nothing less than full transparency for Wisconsin's special education students.
Kyle Maichle is President and Board Chairman of Americans for Autism Advocacy, a 501(c)4 organization that engages in legislative advocacy. He lives in the Village of Pewaukee.
