In 1970, under the disgraced leadership of President Richard Nixon and his U.S. Attorney General John Mitchell, the United States launched what may be the most insidious and far-reaching domestic scheme in modern history: a national genocidal incarceration framework—engineered to mimic real law but built entirely on fiction.
This wasn't justice. It was Watergate 2.0 in slow motion.
While Nixon and Mitchell were rewriting history, they were also rewriting law. Together, they initiated Operation Safe Neighborhoods, and rewrote the United States Code, including the now-infamous Comprehensive Drug Abuse Prevention and Control Act of 1970. While the nation was distracted by war protests and civil unrest, these men planted the seeds of a legal framework designed not to prosecute crime—but to fabricate it.

Nixon and Mitchell's blueprint involved cloning every federal offense created by Congress and allowing the United States Attorneys' Offices to charge thousands of people with crimes that—on paper—looked legitimate, but in law, never existed.
Using vague legal analogies and charging instruments that "track the language" of real statutes, prosecutors across the country began deploying tools such as:
These charges were not rooted in any actual congressional authorization, but merely cited real-sounding statutes, copied their language, and misled grand juries, judges, and defense attorneys alike.
