Scott, previously spent six years leading housing, neighborhood revitalization, and community development initiatives in Niagara Falls. During his tenure as Executive Director of the Niagara Falls Housing Authority and as Community Development Director and Code Enforcement Director for the City of Niagara Falls, Scott helped oversee major redevelopment efforts, code enforcement reforms, and neighborhood stabilization initiatives.

Among the most significant projects during Scott's tenure was the Jordan Gardens Redevelopment initiative, which secured a $55 million Low-Income Housing Tax Credit award through New York State Homes and Community Renewal. Scott also partnered with students from Niagara Falls High School to produce the documentary "The Voices of Jordan Gardens," which received critical acclaim for highlighting the voices and experiences of public housing residents.

"Public service and youth development have always been connected for me," said Scott. "Whether it was rebuilding neighborhoods, improving housing conditions, mentoring young people, or now helping student-athletes through technology and football, the mission has always been about creating opportunities and changing lives."

Under Scott's leadership, the Niagara Falls Housing Authority received clean independent audits from HUD and external auditors while improving operational stability. As Community Development and Code Enforcement Director, Scott also worked alongside the City of Niagara Falls administration and City Council to strengthen neighborhood quality-of-life enforcement efforts, including expanded demolition initiatives, municipal fines for repeat code violations, and renewed citywide cleanup campaigns.

Scott and Mayor Robert Restaino's administration focused on reforming oversight within the federal Section 8 Housing Choice Voucher Program, partnering with nonprofit organizations on community cleanups, and supporting affordable housing initiatives, including collaboration with Habitat for Humanity on new home construction projects in Niagara Falls.

Now, Scott is bringing his leadership and mentoring experience into athletics and sports technology through QB Pocket Coach AI, a platform designed to analyze quarterback performance using artificial intelligence and provide detailed feedback to athletes, coaches, and programs nationwide.

The partnership with Buffalo Tapestry Charter School marks one of the platform's first school collaborations as the company seeks to expand nationally in both tackle and flag football development.

Throughout his public service career, Scott also served on several boards and advisory organizations, including the Niagara University Board of Advisors, the Niagara County Industrial Development Agency, the Niagara Falls Education Foundation, NOAH, and People and Possibilities, where he served as Chair.
