Longtime PBSA leader and compliance authority brings more than two decades of industry service to officer role
RALEIGH, N.C. - s4story -- The Professional Background Screening Association (PBSA) is pleased to announce the appointment of Kellie O'Shea as Secretary/Treasurer for the 2026–27 term.
Kellie has been actively involved with PBSA since the Association's inception in 2003, when it was formerly known as the National Association of Professional Background Screeners. She began her service on the Best Practices Committee (now Industry Practices and Education) where she co-chaired the Litigation Avoidance Subcommittee. Over the past 20+ years, Kellie has contributed extensively across numerous PBSA committees and leadership initiatives.
Her service includes tenure on the Board of the Background Screening Credentialing Council (BSCC) and, most recently, election to the PBSA Board of Directors in 2025. Kellie currently serves as the Board Liaison to the U.S. Government Relations Committee, helping guide the Association's advocacy efforts on legislative and regulatory issues impacting the background screening profession.

A recognized authority on compliance, Kellie brings deep knowledge of the background screening industry and is widely respected as a trusted resource. She has presented at PBSA Mid-Year and Annual Conferences, contributed to multiple industry publications, participated in task force initiatives, and taken part in both federal and state lobbying efforts.
Kellie is certified as a Professional in Human Resources (PHR) and holds a Juris Doctor from the University of Massachusetts School of Law at Dartmouth, where she concentrated in employment law. She is a member of the Massachusetts Bar, the United States Federal Court-District of Massachusetts Bar, and the Bar of the Supreme Court of the United States.
PBSA congratulates Kellie O'Shea on her appointment and looks forward to her continued leadership and service as Secretary/Treasurer for the 2026–27 term.
