The bill will establish the Texas Cyber Command, which will utilize the expertise and resources of state, local, and federal partners in San Antonio.

"As cyberattacks become more sophisticated and prevalent globally, it is crucial that Texas utilizes cutting-edge capabilities to secure our state," he stated. He also highlighted the growing threats from foreign enemies such as China, Iran, and Russia.

The creation of the Texas Cyber Command has been deemed critical by Governor Abbott, who noted that President Donald Trump has empowered states to better prepare for cyberattacks and defend their infrastructure. He expressed his gratitude towards Lieutenant Governor Dan Patrick, Speaker Burrows, Senator Tan Parker, Representative Giovanni Capriglione, and other members of the Texas Legislature for advancing this legislation.

Over the past year, Governor Abbott has issued five directives to state agencies to safeguard Texans from threats posed by the People's Republic of China (PRC) and Chinese Communist Party (CCP). These include prohibiting the use of PRC and CCP-affiliated artificial intelligence and social media apps on government-issued devices, directing agencies to harden their systems and protect critical infrastructure and personal information from being accessed, targeting criminals involved in CCP influence operations like "Operation Fox Hunt," preparing for potential threats against critical infrastructure through agencies like DPS and Public Utility Commission of Texas, and fully divesting from China.

With this new legislation in place, Governor Abbott is confident that Texas will be able to safeguard its critical infrastructure and protect its citizens from hostile foreign actors and hackers. He plans to immediately sign the bill into law, further solidifying Texas' commitment to cybersecurity.
