PANAMA CITY BEACH, Fla. - s4story -- PANAMA CITY BEACH, FL — Kova Mobility, a Miramar Beach-based transportation company, has launched Bay County's first dedicated-driver transportation membership service, offering Panama City Beach residents a professional, pre-scheduled alternative to ride-hailing apps with fixed biweekly pricing that never increases.
Unlike ride-hailing platforms that assign a different driver at every booking and fluctuate pricing by demand, Kova Mobility matches each member with one dedicated professional driver who serves their route consistently. Every ride is pre-scheduled and confirmed the night before. The biweekly rate is locked at enrollment and does not change at renewal — not in year two, not in year three.
The service was built to solve a problem Bay County's workforce has lived with for years. When a driver's license is suspended — due to a DUI, unpaid fines, or other violations — getting to work reliably becomes an immediate crisis. Friends and family availability runs out. Uber and Lyft surge pricing makes daily commuting unpredictable and expensive. And Bay County has no public transit infrastructure to fill the gap. For resort workers, healthcare employees, and shift-dependent staff, a missed ride means a missed shift — and a missed shift can cost a job.

"We built this service for the people this market runs on but consistently underserves. One driver. Fixed rate. Confirmed the night before. That's what reliable transportation looks like."
Three membership tiers are available, billed biweekly:
— Core Plan: $228 biweekly — 3 scheduled days per week, Zone A included
— Plus Plan: $321 biweekly — 5 scheduled days per week, priority scheduling
— Black Label: $598 biweekly — 7 days, private dedicated vehicle, Zone A–D coverage
All plans include the same dedicated driver for every ride, ride confirmation the night before, and pricing locked at enrollment. A one-month minimum commitment is required.
Kova Mobility also operates Party Pass, a block-booking evening transportation service available to both members and non-members. Groups pre-confirm their full itinerary 48 hours in advance and a dedicated driver stays with the group for a 3, 4, or 5-hour block at a flat rate with no surge pricing. Party Pass member rates start at $175.
