Shipping Cars to Ghana, New PVoC Inspection Rule Already Stranding Cars at Tema Port, Expert Warns

Ghana's mandatory pre-shipment vehicle inspection took effect October 1, 2026. Cars arriving without the certificate are refused entry regardless of freight payment.
NEW YORK - s4story -- A new rule designed to protect Ghanaian consumers is instead trapping them at the port.
Since October 1, 2026, every used vehicle imported into Ghana must carry a Pre-Export Verification of Conformity certificate, called PVoC. The inspection must be completed in the United States before the car sails, by a Ghana Standards Authority-approved inspector. Vehicles arriving at Tema port without the certificate are refused entry. Even if the owner paid the shipping company in full, the car sits in terminal storage accumulating fees.
Annan Quaye, founder of Guldstreet Shipping, has already seen multiple vehicles stranded at Tema this month because forwarders skipped the inspection or failed to inform customers it existed.
The inspection costs roughly $300 and covers emissions, structural integrity, and roadworthiness. It is not optional and cannot be completed after arrival in Ghana.

For families shipping home for Christmas, timing is tight. The booking deadline from the New York and New Jersey area is roughly November 28 for December delivery. Missing that window means January arrival. Missing the PVoC inspection means no arrival until the certificate is obtained, adding weeks.
