Data-Driven Planning Framework Sets New Standard for Alberta Passenger Rail Assessment
S For Story/10700893
AIRDRIE, Alberta - s4story -- CALGARY, AB — Ahead of the upcoming Integrated Transportation and Economic Corridors Summit, a groundbreaking discussion paper introduces RailIQ, a reproducible screening framework designed to evaluate the reuse of existing rail corridors across Alberta. Developed by Krishna Kanth Markonda Patnaikuni of Integrated Travel, the framework addresses long-standing transport disadvantages faced by rural and Indigenous communities. By separating community equity needs from corridor commercial viability, RailIQ enables decision-makers to identify promising transit routes before committing to costly feasibility studies.
Krishna pointed out that, "I look forward to receiving feedback on the discussion paper from attendees of the conference in September."
Thomas Fryer, director of Alberta Regional Rail, added, "This research underpins that the public costs to develop and maintain highways coupled with the personal cost of car ownership. The total infrastructure costs are often underestimated by cost benefit studies in North America."
Transparent, Falsifiable Screenings

Traditional passenger rail proposals often rely on fragmented data and hidden assumptions. RailIQ challenges this status quo by introducing a fully auditable decision-making pipeline. The model integrates open-source data—including census profiles, traffic counts, and Canadian deprivation indexes—while enforcing strict digital reproducibility standards.
The paper establishes five core propositions to ensure the framework remains strictly falsifiable, notably that passenger rail should not be universally assumed to be lower-carbon without evaluating specific lifecycle occupancy, infrastructure, and powertrain pathways.

Key Elements of the RailIQ Framework
- Multi-Dimensional Equity: Measures travel times to essential services, car-cost burdens, and geographic remoteness independently from population density.
- Latent Demand Modeling: Employs a doubly constrained spatial-interaction model to estimate realistic regional travel.
- Uncertainty Propagation: Utilizes Monte Carlo simulations to assess lifecycle economics, contingency risks, and greenhouse gas break-even horizons.
- Indigenous Data Governance: Restricts automated analysis to respect First Nations OCAP and CARE principles, ensuring communities maintain authority over localized knowledge.
