Set in 1947 Washington, D.C., two headless bodies are boldly discarded and displayed near the White House and the Jefferson Memorial. Detective Clive O'Reilly, desperate with no leads, learns about Prudence, an immortal dispensing vengeance to history's most notorious serial killers.
