The bill amends New York's confidentiality laws to allow the New York City Department of Investigation greater access to records during investigations that involve ACS. The bill was introduced after repeated concerns that investigators were unable to obtain evidence needed to fully examine child fatalities and agency conduct because of legal restrictions on access to confidential records.
