The award was presented during the Texas Municipal Human Resources Conference held on May 7th in San Antonio, where HR professionals and municipal leaders gathered to celebrate innovation and excellence in local government human resources.

Since joining the City of Sanger's Human Resources Team, Sylvia has led several transformative projects, including:

• Modernizing Timekeeping Processes: Recognizing the inefficiencies of a paper-based system, Sylvia spearheaded the citywide implementation of ExecuTime in collaboration with Tyler Technologies.
