Her developing framework explores what emerges when new technological capabilities interact with people, institutions, and the systems that connect them.
FORT WORTH, Texas - s4story -- Wendy Villatoro, a strategist and sociotechnologist, is developing an interdisciplinary body of inquiry focused on what emerges when technological capabilities interact with human, institutional, and social systems. Rather than treating technology as an isolated object of study, Villatoro approaches it as part of a larger sociotechnical system, where technology encounters people, organizations, infrastructure, rules, incentives, inequalities, institutional authority, and other technologies. Those interactions can create new capabilities, dependencies, risks, opportunities, and consequences that may be difficult to understand by examining the technology alone.
"Technology doesn't enter an empty environment," Villatoro said. "It enters systems that already have people, rules, incentives, dependencies, inequalities, and power structures. I'm interested in what becomes possible at those intersections, what changes as a result, and what we might miss if we only look at the technology itself."

Villatoro's developing framework centers on technology, human systems, and institutional power and spans several interconnected areas of inquiry. These include emerging technology, AI risk, and societal resilience; data, identity, surveillance, and inference; and technology, institutions, and human agency. Her questions range from systemic and catastrophic risk, adaptation, and governance to what technological systems can infer beyond information people explicitly provide and what those capabilities mean for privacy, identity, trust, surveillance, accountability, and power.
For Villatoro, these subjects are connected rather than separate. A question about AI can become a question about institutional resilience. A question about data can lead to inference, surveillance, or power. A question about automated decision-making can become one about accountability, institutional authority, or human agency. Her interests extend into real-world applications including incarceration and technology, government automated systems, and AI interacting with critical and social systems. She also uses technical experimentation to explore emerging capabilities and questions involving AI evaluation, privacy, inference, networks, and cybersecurity.

Rather than beginning with a single predetermined research question or theory, Villatoro is mapping connections across disciplines, examining assumptions, identifying unanswered questions, and determining which ideas warrant deeper research, experimentation, projects, or public writing. "Questions are allowed to stay questions," Villatoro said. "Sometimes I need to understand how the pieces fit together before I know which question is actually worth pursuing."
